Elaborating, Implementing and Monitoring a roadmap for the closure of the findings of ICAO USOAP audit in 2006
Further to the ICAO Universal Safety Oversight Audit Programme (USOAP) comprising regular, mandatory, systematic and harmonized safety audits of all contracting States accomplished including Sudan, different types of findings were audited related to all safety-related areas.
For Sudan Civil Aviation Authority (SCAA), the ICAO findings came under several elements (aviation legislation, operating regulations, personnel training, etc.).
Therefore, there was in need for elaborating different roadmaps and corrective actions for all findings closure.
SCAA founded a high committee (5 members) responsible for ICAO findings closure and EFM was a member of this committee.

- Follow up and monitor the execution of action plan by SCAA members

- Provide technical review of work completed by SCAA members and provide recommendations to improve
- Structure a detailed action plan for each audit finding with time and responsibility
- Contract with technical know how to implement action plans
- Significant empowerment of management and staff.
- Building leadership capacity all over the organization.
- Raising employee loyalty to the vision and strategic direction of the organization.
- Encouraging and rewarding creative behavior and initiative taking by all employees.
- Changing management perspective form one of control to one of support, facilitation, and development of organization members.
- Promoting values of hard (and smart) work, and commitment to quality.
- Encouraging open communication, where bureaucratic barriers do not obstruct information flow.
- Supporting fairness not equality, i.e., recognizing and rewarding high achievers.
- Simplifying work processes and speeding up decision making.
- Shifting to a mind set where human resources are seen as the most important asset of the organization; the only real source of sustained competitive advantage. Management teams are hence devoted to removing any obstructions to the full realization of the potential of their human resources.
